Server lags if anyone talks, even the host: Dedicated Server or Not

It lags for about 2-5 seconds, doesn't matter the length of the message.

Anyone know what mod it is or what is causing it? :/

Thanks, let me go try disabling it...not that I use it anyway, VCE handles that for me in most cases.
