Most pictures on my web browser turned to stuff.

This has been bugging me all day it seems almost every picture I see on google chrome looks like it was taken with a potato.

Does anyone know how to fix this?

Ok it's not just chrome, both chrome and mozilla have this issue and yes I have restarted and I'm doing a scan right now. :(

iirc some isps have this bullstuff where it compresses images and does this in the process.
