i assumed it was just exposed stone. even then, that doesn't make the mountain unclimbable, it could just be a massive pain in the ass.

if you go east from the pirate ship along that green cliff you'll find a staircase up
err more like
once you enter that deserty area, go west until you find the stairs
it was different for Master and I because we crossed through the snow and scaled down the cliff to the pirate ship
