The recommended CPU spec for SR3 is "any quad core, Core i5/AMD Phenom II or dual core 3.0 GHz". I think he'll be fine, maybe a notch below highest settings.

The recommended CPU spec for SR3 doesn't count for stuff if the CPU is bringing his GPU down way below what it should be running at
