Brick Pack Not Working

I'm using BlackDragonIV's Filler pack.

When I want to use it, I have to keep re-downloading it between games.  I don't have many add-ons, so that's not the problem.

Did you enable it?

Yes.

When I download it it will work the first game, but if I have to restart my server or start a new game later on, it doesn't work and I will have to re download it.
