I don't think you're qualified to imply that. You don't work at Valve, and there's a lot that goes into these updates.
It's only natural that they operate on an American time table, being an American company situated in an American city.

I seriously can't figure out why you think Valve is going to release something at a certain time just because "it'd be nice" for some other timezone
