I have absolutely no idea
It only occurs when you have the Huntsman equipped and your arrow is on fire, I can't possibly imagine why that affects the sound in such a way (something to do with the burning arrow sound perhaps?), and it's actually a lot louder in-game than in the video (though that may be an error on my part, I've never recorded a demo before)
I've had one other person confirm it happening, and it appears to be client-side
