F2Ps never got cosmetic drops. There is still a difference between premium and f2p but pretty much the drops aspect has been removed. The important part of premium is still available though.

It seems incredibly dishonest that they would remove cosmetics from the drop system without making an official announcement and leaving it as a perk of being a premium user on the F2P FAQ

While true, cosmetic drops were rare enough as is, so removing them really shouldn't bother anyone.
