can't damage the economy if its still the same items the person already had, just restored from a recent save of their inventory or something

No, the problem is that steam is no longer physically restoring item's stolen from you in order to maintain the stability of item worth.

how would restoring them disrupt the stability?

the amount of the items in existence wouldnt change, as they'd just move your OWN items back into your OWN inventory, meaning the value of the items would stay the same, as theres effectively no change in the amount of the items in existance caused from those restores

I mean I'm pretty sure they would still restore items atleast once for people who got hacked, thats atleast how I would assume it worked before.
