Mine remain inactive as well.

If your graphics processor can't run shaders when it should, it's probably that your card doesn't have a recent enough GLSL language version.
EXT_texture_array and ARG_texture_rg are usually missing if this is the case.

Why can't you set the water height to 1 plate? Bug? "Feature"?
