Water vehicles can only be bots. The skiis method would be pretty bad and turn all of them in to weird sleds.

And he never said they were water vehicles, just that it was a vehicle pack, so I assumed that he figured out how to make good water vehicles.

I don't see a downside to using bots either. They're a lot more stable and cause less lag.
