Dunno about config.vdf but deleting clientregistry won't.
If you want to be on the safe side you can just rename them.

You just have to log in again, and maybe reselect your download location.

You don't even need any Valve games. The only thing you need is Source SDK. Anyone with a Steam account can download it free via Steam>Library>Tools.
