I am a moderator(possibly getting admin today) and of course its annoying when this happens. We already have a lot of admins but of course there may be times there is not a single mod/admin/Super admin, however this is rare. Sorry you had to experience that, maybe you can talk to an admin about people who were misbehaving

I can't speak for the others, but I ban close to 20 players a day for freekilling related offenses which I observe.

We can't really do much about the ones we don't see.

Furthermore, we never claimed it was a perfect server.  Of course there are gaps in coverage.  We don't sit online 24 hours a day to monitor the server and that's unrealistic to expect us to.

there are 4 of us online right now. I usually stop in 4-5 times every night to make sure everything is okay.
