Can't tell if you're serious in the OP or not. If you are, please forget off. A few stuff cops do not make the rest of the force bad. You don't see on the headlines of the news "Police did their job regularly last night" because that's not news. This is an uncommon situation therefore it attracts attention. If it were so rare for cops to actually do their job then you'd actually see that on the news.

Police work hard to enforce the laws of their state, city, county, etc.. There are a handful of policemen/women who are ballistic enough to do things such as the content of the video in OP. It sickens me when people say "forget the police" and are dead serious. The mistakes of a handful of policemen/women does not mean the police force as a whole are evil sadistic forgets. The same goes with stereotype that all Americans are fat stupid violent idiots.

Sounds like a drunk. The video quality is so poor you can't tell what's going on or how the whole thing started. For all we know the police were there because he'd just cannibalized a six year old girl. Sure he was saying, I quit, I quit but you can't tell what he was doing because the video does not show it. All we have is crappy video that shows nothing and a narration from someone we don't know. Maybe the cops were wrong or maybe they were not. You can tell from this.
