I'm a pretty terrible coder, I don't know how to do anything except the extreme basics. :/

But I'm confused. What would be best for making a City RPG, using a pre-existing mod, making your own mod, or using variables?

Using a good one.
Trying to fix/modify one will most likely end in stuff.

Making your own takes time and is impossible to do with only basics
