Yes, I had this problem a while ago. The Blockland folder was set to read-only.
If the check mark fro "Read-only" appears black, then it is read-only. If there is a gray check (there should be), then some files are ready-only and it has no problems.

If the new check is gray then it means nothing is wrong.

Delete Cache.db again or make sure that it's not Read-Only.

Nevermind i already reinstalled windows 7 and IT WORKS AWESOMELY FINE Ill be locking!
