Press WindowsKey + R and type in dxdiag, go into Display and tell us the "Name". |

His GPU appears to be ATI Radeon HD 3200 Graphics. It's an integrated GPU and it's not good enough to run shaders. |

Are you sure you have updated your AMD chipset drivers? |
