Another qustion Is how do I update my driver?? ( any tut?)

Press WindowsKey + R and type in dxdiag, go into Display and tell us the "Name".

His GPU appears to be ATI Radeon HD 3200 Graphics.
It's an integrated GPU and it's not good enough to run shaders.

Wait a minute it does have Shader 4.0 so I don't see a problem...
Are you sure you have updated your AMD chipset drivers?
