It's a web page renderer than can actually be placed inside the game so that people could view web pages together. Useful for in-game web page sharing, music/video sharing...
Free license for indie games that make less than $100,000 per year, $3000 license for games that make more.

Why not just post a link in the chat-bar? I've seen people do it before, but I have no idea how to.

This generally works for builds that might video-screen like things, such as a slideshow or video. Music can also be shared.
Posting a link in the chat is not really an alternative.

i think this would really be cool, though maybe settings for things such as admin only, or a limit as to how much you can change the url in a certain time, as it might be abused. also a black/white list of websites.
though, knowing torque, this is probably not possible.
