Vote for clearing bricks

So people can remove someone's bricks if it's abusing events or just spam.
and /cancelvote if no-reason vote (admin only)

Several n00bs could get jealous of some player's good building and vote for it to be removed.

and on a dedicated servers, there should always be an admin

But, even though there should be, there's not always an admin when you really need one.
