Pardoning really doesn't make much sense at all to me. If you just want a way for people to get out of jail then what about doing a sort of bail-out system instead?

After being jailed the criminal can be bailed out from the police station by another player. The amount of bail will increase dramatically as the severity of crimes committed increases, and if the player has an existing record. Large bail outs should be so high that an average joe would need to take out a loan to bail out their buddy. And if the crimes are high enough the criminal can be jailed without bail. (such as after a mass killing spree)

You should be able to get bailed out for a small amount of petty crimes, so you cannot bail a murderer or someone who has stolen money/vehicles/etc all his life. And you must have never murdered in your past.

This will only let accidental criminals to get out for a fee.

The most petty of crimes shouldn't even send a person to jail. If they get hit with a police baton after being caught stealing a cheeseburger they shouldn't be put in jail. They should still be sent to the police station, just outside of it, after receiving a fine. Stealing large amounts of cash, drugs, guns, cars, etc would still be jail worthy.

I think a player should be allowed to be bailed out on their first couple of murders, because accidents and baiting will happen. Bail increases with each murder, but a 5th murder and beyond then a player will be ineligible for bail, because they are a "danger to society" whether all murders were intentional or not. If you have 5 accidental kills you should just stay away from everyone.

You guys are relying on the gamemode to sort out "accidental crimes". Try using humans.

A miner or lumberjack is busy swinging their tools to harvest resources and the police officer jumps in front to get hit.
Or players intentionally jumping in front of cars for their police buddy to get a jailing.

Scroll down a little bit and you'll see it. It's rather unrealistic, but gets the job done and eliminates trolls/griefers/profiteers

Jail tme / fines should be based on counts of each particular crime, not a total points thing. For example, if someone is wanted killing three people and two counts of petty theivery, they should get 3x the jail time for the murder and a 2x fine for stealing.

Be careful with loans. Don't make it so easy to obtain one.

It's also completely pointless to block access to the GUIs.

You NEED loans if you want a functioning economy and if you want it so money doesn't come from thin air. Obviously you need limitations, like a credit score or something like irl.
