Vehicle Locking

Heed's is vehicle-only, I believe. You'd have to ask him how to make it server-wide.
Gen. Hothauser:
Heeds works by saying /lock to lock it while inside the vehicle, which stops people from entering/exiting the vehicle (this is good for helis). I would prefer to have a key that did this, instead of a command.

This should be made from scratch without his help.
I doubt he would release that code anyway since heed is just that cool.
