Steam problem - Dwarfs!? is not launching properly.

Every time I try to launch it, it shows this:
Steam Client Services wants to make changes to the computer.
And then once I click Yes, this shows up:
And then once I click Ok, it crashes and says "Dwarfs!? has stopped working."
