Noticing whether someone sees the weapons is like 90% impossible
What you can do is check when he has them out whether he is closer than 20 bricks to a cop or something

If a prisoner has injured a cop but cleared his weapons entirely, then gets killed, it should be considered free killing.

You dont like that cop because he might stop you from escaping
Give him a bullet, drop gun
He shoots back, is instakilled, you healed
Take up gun and continue running

I mean after a short timespan, and not dropping, CLEARED. As in gone through an item clearing thingy.
