because that doesn't work in minecraft. there have been mods for this before and it ruins servers. blockland is basically a world made by players. minecraft is a world that has been changed by players. blockland doesn't really need people building or destroying someone else's blocks because no one just puts down a block in the landscape or places stuff anywhere, while in minecraft people can fill in creeperholes or replace some stone that can forget up your plan.
