Could a NVIDIA GeForce GT 540M run shaders on max somewhat smoothly?

Yes ,I searched driver updates for the 540M specifically.

it's a geforce 500M series
if a geforce 8 series can run shaders i'm sure as hell the 500m series can

unlikely, considering the 500M series had OpenGL 4.1 right off the bat while blockland only needs 2.1+

that was the desktop card driver
