It was on Tumblr. There are plenty of posts with things similar to this, for example the "Tumblr will be deleting any blogs who do not reblog this post by January 1st" and people believing it because someone made the source as CNN (since when did CNN have control over Tumblr?).

It's ridiculous how people will believe things on the spot without even questioning it.
