Lost coast was a single level to be a technology demonstration, and Decay wasn't developed by Valve.

Blue Shift and Opposing Force weren't done by Valve either.

Valve took part in the making of both Blue shift and Opposing Force, and they are available in the Valve Complete Pack.
Decay was done entirely by Gearbox and isn't even available through Steam.
