Shaders won't work?

hey guys, I just wanted to know what was up with the shaders. For some reason, every time I try to select a shader, it won't let me select it. I've tried everything, I just can't seem to figure it out. And nobody will answer me on the IRC so...
Just wondering how.

Your graphics card can't handle shaders.

What's your graphics card? If you don't know what it is you probably don't have one.
