You cannot create a sound in torque, only PLAY THEM.

I felt it was nessescary to use every possible means of emphasis on this one.

You can create sounds it Torque, just NOT DIRECTLY.

Seriously. Just download a sound file from a Text To Speech site and play that. This would be CLIENT-SIDED, not server-sided.
