@Everyone - After some trials and testes on a server with 11 people, I have come to a conclusion:
This mod is loving annoying. Unless someone is explaining something to you or maybe your on a server for just talking - you will be surprised on how fast you'll want to turn it off. Though if someone is try to explain something - it's really neat.
Because of it's annoyingness and anti-userfriendliness - I have chosen to keep client_tts private - for now.

Make it toggleable and add RTB prefs to make it less annoying.

1) it's clientsided - though it is toggable
2) simply not possible
