Yes the person would be much, much slower, but it's a simplified version of Chobham armor 1.5 cm thick. The person would be barely able to move, but still be able to move. He would also be restricted to small pistols, as ammo is carried on the suit.

Svernlochian construction crews are put to building larger, heavier duty bridges that support up to 14000 tons of weight.
