Borders are ready and stuff.
Sams are to be permanently placed alongside towers of cities, and the borders, they are at the width of there range, were they repeat, so no blind spots.
New SAMs are being built to expect new technology. Emmerian scientist help and stuff. We can be a scientist alliance. It's just we are smart, but Swat 3 isn't :).
