He just underwent a quite tumultuous few years with multiple invasions, plague, revolts, government reforms, and ultimately his people were reduced down to 20,000. Now suppose we deny the overwhelming stress and psychological damage, you've reduced an industrialized country down to 20,000 people, and you would either be apart from cities, and be able to cope with living in the countryside, and you lose your technology OR you live more in the cities which have been bombed out in wars, and be unable to support yourself with food grown in the country.
