Apparently you must complete Normal + Day time mode to unlock 20$ mode.

The Black Card:
If you have the newest version on the main menu click extra's, and if you finished the Normal and daytime (unlocks after Normal is complete), you get 20$ mode.
EDIT: It plays a song called gimme 20 dollar's when Slenderman is close to you, and its day time.
