#1 is already made. I think it was Herd that made a script that locked/unlocked certain vehicles, like helis specifically, so dumbasses don't jump out of the heli when you are trying to land safely. I've never seen it on the forums, nor have I tried it on my server, so in not sure if it I is a private mod or a public mod in Heed's vehicles.
#2 isn't a specific event, it's VCE in general, and very easy VCE at that. Learning VCE can help you with so much stuff.
