Remove ability to lock topics in Coding Help

I would really like a coding help sub forum for just references and tutorials.

I suppose, but the main problem with editing is that people edit their original questions out of the OP

It would contain next to no posts, though, doesn't really need it's own subforum

I don't know

Locking should be removed for sure, and most people don't edit their questions out. Only a few people are habitual offenders for question hiding, so we can just try shaming them and they'll probably stop
