It's set to release Spring 2013.
Anyways, Rockstar never releases it on the PC the first day. They always port it from the console to the PC; this isn't new. Just be glad they're not Sony "exclusive" like they used to be. The older titles were always being released on Sony's consoles before they were ported to the Xbox, then the PC.

Also R* said the PC will be coming a while after the consoles (could be a month delay like Max Payne 3 did)
