It's 'thuh' if it precedes a word beginning with a consonant sound, and 'thee' if it precedes a word beginning with a vowel sound.

Probably "thuh" more often, but it depends. I say both.

In casual conversation, because of my fairly southern-drawlish voice (even though it's like, half-british as stated by big brother) i say "thuh." But when referring to proper names, like, 'The Vatican,' i say 'thee.'

Why?
You both pronounce it the same way.

I pronounce it "thuh".

It would seem weird to say"thee dog is running," so i just say "thuh dog is running."
