Ability to have two diffrent item/vehicle menus

Hard to explain, so I made points.
>Non-admin opens up vehicle menu, see's civilian-esque vehicles.
>Admin opens up vehicle menu, he see's a completely different set of vehicles, like police cars and such, plus the vehicles from the non-admin version
>Same thing happens with items, non-admin opens up item menu, see's pistols, maybe a few shotguns.
>Admin opens up item menu, he see's automatics and such, plus the same items from the non-admin menu.
Is this possible?

Not the same thing, nor would it be applicable or useful for this situation

"yeah you MUST download this mod in order to play on my server just so you don't try to spawn a couple of vehicles"
or, you could just make it so they can't spawn them.
