would it be possible to have a little GUI come up when you walk onto someone's lot, with the text "Rate this Build!" and five stars, like any typical rating system?

something like this, maybe not a GUI.

and obviously not overly intrusive, i'm thinking like a little box that slides into the window on the bottom-right, and goes away when you leave the lot.

 I'm waiting for him to realize its not going to work since the only legitimate area of value is brick amount and baseplate size.

It won't work.

Real life has no place in Blockland. There is no substance to your suggestion. There is no other way to offer value apart from how many bricks the person has.

The best I could come up with is zoning out a world, basing value off the lots around it and the lots itself. But even then its still as rigid and abuseable as anything else. I'm not sure its possible to begin with.

You are trying to replace a problem with the same problem.
