Environment Better Water Request

I was wounding if some one could make water just like the default but if I build a house under water the water would not go in the brick and I can walk in the house with out swimming.If you can do this with environment or with a brick I would be really happy.

Can't you create a new zone inside a cubic house that removes the water stuff?
