Badspot, request for Anti-Cyberbullying add rules to this forums.

This is a privately run forum.
He can ban anyone for any reason he wants, or no reason at all. He doesn't need the government's approval.
Freedom of speech protects from censorship by the government in public places or something like that. It doesn't mean you can go to a private place and be allowed to verbally attack people and be immune to punishment.

Freedom of speech is a federal law, while laws against Cyberbullying are state laws.  Issues spanning the borders/within the borders of states with those laws can and will be prosecuted, but when the issue is within a state without any Cuberbullying law, then it is legally allowed.  Badspot could, technically and legally, check a Cyberbully's IP address, check whethe it is within a consigned district with the Anti-Cyberbullying law, then inform the bullied to press charges, but why would Badspot do that?  That would require large amounts of time spent on legal stuff that is unnecessary.  It would also spur the question on why he didn't do the same for all users that were bullied, which would lead into a stuff ton more legal nonsense.

The point is, the almighty creator will not report a case of Cyberbullying on his forums because it would be too much legal stuff.

Yeah sure, except I'm pretty sure OP just wants people banned for it. None of that legal stuff applies to forum bans.
