Seriously if a cyberbullying rule was ever implemented (and by the way that will never happen), probably over half of the active online community would get banned.
Here's a list of users who I can definitely imagine would get banned:

So yeah if we followed this rule to the letter then pretty much EVERYONE would be banned.
