So? Almost all the weapons in the marketplace have horrible modification combinations, I mean really a HVR with bandolier? Lol
And what's wrong with unlocking stuff lol? You get to better customize the guns the way you want
Also OCA with Cooling Jacket and Reflex = better than the Whisper

Because for 500+ hours of unlocks, you have to deal with people that just bought that 500+ hours.
Also another reason why APB just sucks is because they raped the Unreal engine to death so that it can't even run on mid-end computers well, and the some high-end computers CRASH because they suck at programming so much.
