I noticed in the format for an application, there is no choice to sign up as an admin. Could we though?

signups for admin are damn stupid but do what you like
for the outskirts, id suggest having some actually cool areas to build in like outlands, behind a waterfall, a small suburban community area, NORMAL town stuff not just like square outlines of a single city and the required mines and stuff
