I'm a terrorist I will immediately run towards the SWAT spawn and kill all of them

I like the idea.
However, a shop doesn't seem like a great idea outside of utility items,
If the SWAT get upgraded guns, that encourages them and makes them more effective at killing the Terrorists, which could easily turn into a TDM.

they will be locked within the building.

yes do it. it should also be a different map every time. like one could be a plane and another could be an old hardware store.
