Harpoon pistol.

It could also maybe have a secondary fire that would pull the hit enemy towards the pistol into, say, a hole that they had overlooked in front of them.

not a bad idea
i have also found more good things to base things off of!
these are actually pistol crossbows but they could work as a harpoon pistol

It sorta looks like one of the things Batman has on his utility built (in the third pic from top)
This would coincide nicely with a smoke bomb.
