I would personally prefer that permanently banned members stay permanently banned, but these forums don't work like that.
If he slips up and starts causing a problem then he can get banned again.

no really if we bundled it all there, or even had an external tool (webapp) to 'report' people joining, we wouldn't need to post here, and we could even have email notifications and popups in the browser and other fun things
