| Sim City style gamemode or addon? |

Could someone make a mod in which you govern an entire city or region from orb mode, and place only zones, roads, pipes etc, but not residential, commercial, or industrial buildings, those build up over time on their own, but have placeable things like power plants, water pumps/filtration, waste management gift buildings(IE, Area 5.1) and city beautification? |
